Rodgers (August 3, 1910 – March 30, 1960) was an American who was sentenced to death by the state of Utah for the murder of miner Charles Merrifield in 1957. In his final statement before his execution in 1960, Rodgers requested a bulletproof vest. His execution by firing squad would be the last to be carried out in the United States before capital punishment was halted by the U.S. Supreme Court. The death penalty was reinstated in 1976 and the first person executed in Utah subsequent to that date was Gary Gilmore in 1977.

He worked with William Walter at the Walter and Wilson firm, before establishing his own practice in Cincinnati where he became the most noted architect in the city. His Old Main Building for Bethany College and Plum Street Temple buildings are National Landmarks. His work includes many Gothic Revival architecture buildings, while the synagogue is considered Moorish Revival and Byzantine Architecture.

Gordon`s specialty was constructing public buildings mainly in the Romanesque Revival style. His most successful plan was that of a Greek cross with a square central stairwell and quarter-circular entrance porches in each corner. He built a dozen courthouses of this type in Texas between 1891 and 1900. Among his other notable buildings were the Arizona State Capitol at Phoenix. Gordon designed 72 courthouses during his career. In Maryland, he designed the Garrett County Courthouse, listed on the National Register of Historic Places in 1975.
