It is chaired by Sheikha Sabika bint Ibrahim Al Khalifa, the wife of Bahrain's King Hamad bin Isa Al Khalifa. Its secretary general is Lulwa Al Awadhi, who was given the rank of honorary cabinet minister in 2001.
